Paper title: Project-information-management-systemsdeployed in anticipation of disputes on multicontract,non-traditional infrastructureprocurement

Summary: 'West Kowloon Expressway' is one of the airport core programme of projects (ACP) of theGovernment of Hong Kong. This paper reviews the concerns of the Client for the ACP andhow these were translated into requirements for a project-information-management-system(PIMS).Deployment of a PIMS was a mandatory requirement on the construction phase ofthis project. The paper describes the approach taken to satisfy the Employer'srequirements. It includes comments on the impact of information technology on the ITinnocentsite personnel. It provides an analysis of the project information accrued withinthe PIMS and suggests lessons to be learned for a future deployment.A paradigm is proposed under the premise that decision support systems must begood ergonomic fit to the construction manager's requirement for a timely supply ofcomprehensive information: that is taken to mean 'immediately understood without furtherinterpretation'. Data, on it's own, does not meet this need because it is not presented in acontext that makes it informative.
